When I hear that I think "China?" - and they do have much more impressive tech. There's a JV that has a license to AMD's Ryzen* tech for servers, and another company with a 64-core ARM server chip.

(* - I was thinking it was for Fail^H^H^H^HBulldozer at first, which would probably have set them back several years ;) )
